Companies installing plantation shutters with this type of hardware will always source it from a company that specializes in this type of hardware.  There are a good number of these types of companies that can be found online simply by searching for "bypass track hardware".  An example of this type of hardware is shown to the right.

If you know the manufacturer of the hardware then there is a good chance the replacement parts can be purchased from the original manufacturer.  Parts are normally not interchangeable so if the manufacturer of the hardware is unknown be prepare to replace it in its entirety.
